Job Overview:

The Supply Chain Manager is responsible for providing strategic leadership to various supply chain functions within the field program offices, including Supply Chain, Information Technology, Logistics, Administration, and Construction contract administration. The role ensures that these functions are equipped with the strategies, systems, and skills necessary to support program operations efficiently, utilizing technology in a professional and cost-effective manner. The Manager also ensures that policies, protocols, and processes related to these functions are developed, implemented, maintained, reviewed, and updated in alignment with WVI Management and Board policies.

Position: Supply Chain Manager

Strategic Responsibilities:

  • Act as a strategic partner to the Leadership Team by integrating support functions into the Program Hub’s operational strategy.
  • Collaborate with functional leads to develop, implement, and review operating plans and budgets, and assist other divisions and projects/programs in preparing their budgets for SCM, IT, Logistics, Administration, and Construction contract administration.

Technical Responsibilities:

  • Ensure the effectiveness and applicability of procurement policies, processes, and guidelines (Source to Pay (S2P), logistical, warehousing) at the Hub level.
  • Assign orphaned Purchase Requests (PRs) to the appropriate staff and ensure timely action.
  • Review procurement planning and prepare a Consolidated Annual Procurement Plan in collaboration with PH SCM, and develop a Sourcing Strategy.
  • Implement the reviewed and approved Sourcing Strategy.
  • Conduct Market Assessments and Supplier Pre-Qualification processes in line with established policies and procedures.
  • Develop frameworks for managing the RFQ/RFP process, including baseline and price survey methodologies.

Management Responsibilities:

  • Develop and socialize planning documents for Hub level supply chain functions, such as procurement, GTD, administration, and logistics plans, in accordance with global guidelines.
  • Annually review and evaluate the effectiveness of support functions with direct reporting.
  • Monitor supply chain functions (SCM, Logistics, GTD, CMU, Administration) to ensure optimal client service and satisfaction, coordinating with all necessary functions.
  • Collaborate with functional leads to implement required changes.
  • Address internal and external audit findings and recommendations related to Support Functions.
  • Ensure that all necessary policies, procedures, and monitoring systems are in place, in cooperation with other functional leads.

Qualifications:

  • Education: Bachelor’s degree/Master’s degree in Logistics & Supply Chain Management, Business Administration, or a related field; an advanced CIPS qualification is an advantage.
  • Experience: Minimum of 5 years (MA holders) or 7 years (BA holders) of progressively responsible experience in supply chain management and contracts administration, including at least 2 years in a management role.
  • Skills: Strong knowledge of supply chain operations and relevant legislative frameworks, excellent relationship-building skills with diverse stakeholders, and high proficiency in written and spoken English. Local language proficiency is also required.
  • Technical Skills: Proficiency in Microsoft Office applications, Outlook, and internet programs, with experience using computers for various tasks.
