Position: Portfolio Senior Manager (Team Leader)

Location: Addis Ababa, Ethiopia

UNOPS ETMCO is seeking to fill the position of Portfolio Senior Manager (Team Leader) based in Addis Ababa, Ethiopia. Role Overview: The ETMCO Programme Team’s mission is to provide the necessary structures, tools, and techniques to ensure effective programme and project management. This includes balancing operational and change priorities, facilitating governance and decision-making, and ensuring resources and capabilities for successful delivery.

Key Functions of the Programme Team:

  • Strategic Oversight/Portfolio Support: Implementing evidence-based approaches for project oversight, early warning, corrective actions, and integrating lessons into business planning.
  • Delivery Support: Managing the full project cycle, from initiation to closure, and providing guidance to project managers and their teams to ensure adherence to policies and best practices.
  • Best Practices: Promoting consistent and high-quality project management through mentoring, coaching, and capacity development of the project management team.

The Portfolio Senior Manager will supervise the performance of projects within the Ethiopia Country Office and other assigned country offices. Reporting directly to the Head of Programme, the successful candidate will ensure projects meet their objectives, are managed to the highest standards, and fulfill partner expectations.

  • Planning, knowledge management, good practices, and innovation

Qualifications:

  • Education: Advanced university degree (Master’s or equivalent) in Project Management, Business Administration, International Relations, or a related field. A Bachelor’s degree with an additional two years of relevant experience may be considered.
  • Certification: PRINCE2 Foundation or equivalent is advantageous; PRINCE2 Practitioner or equivalent is also beneficial.
  • Experience:
    • At least seven years of relevant and progressive experience in Project Management.
    • Minimum of two years’ experience leading multidisciplinary, multicultural teams.
    • At least two years’ experience managing or overseeing multiple projects or portfolios.
    • Experience in delivering project management training/workshops is a plus.
    • Experience in a PMO environment and with infrastructure projects is desirable.
    • Previous experience in a UN environment and working on donor-funded projects is highly desired.
    • Familiarity with project management tools, data analysis, and web-based applications, especially Google Suite, is advantageous.
    • Experience in post-conflict environments and with government agencies on donor-funded projects is a plus.

Language Requirements:

  • Proficiency in English (spoken, written, and reading) is required.
  • Proficiency in Amharic (spoken, written, and reading) is required.
  • Knowledge of another UN official language is an asset.
