Position Title 1: Digital Learning Manager

Roles and Responsibilities:

  1. Establish and administer a digital learning management system for e-learning and CPD initiatives.
  2. Conceptualize instructional graphics and user interfaces.
  3. Coordinate and support the development of national e-learning training materials.
  4. Implement new capacity-building strategies through e-learning for the Ministry and accrediting bodies.
  5. Oversee the digital learning program in collaboration with the CPD team.
  6. Manage learner enrollment on the Learning Management System (LMS).
  7. Advocate for the use of digital health solutions among Ministry staff and identify opportunities for promotion across various platforms.

Educational Background: Master’s degree in Computer Science, Educational Technology, Software Engineering, Digital Learning, Information Technology, or Knowledge Management and Learning.

Work Experience:

  • 12 years of proven experience in system development and testing or digital learning for Master’s degree holders, or
  • 10 years of proven experience in system development and testing or digital learning for PhD holders.

Professional Knowledge, Skills, and Attributes Required:

  • Excellent editorial skills to transform complex material into engaging content.
  • Proficiency in developing Learning Platforms or Course Management Systems (CMS).
  • Expertise in customizing Moodle e-learning platforms.
  • Strong understanding of instructional design practices, curriculum development, training methodologies, and online education.
  • Proficient in coding languages such as PHP, HTML5, CSS, JavaScript, jQuery.
  • Ability to work effectively within multicultural and multidisciplinary teams.

Position Title 2: Network Engineer Coordinator

Objective: To support MOH, HILEO in network setup design and supervision for ACDC financing development projects, ensuring timely and quality completion.

Roles and Responsibilities:

  1. Liaise with the World Bank Country Office on construction supervision of network setup works.
  2. Design and implement new network solutions or enhance existing ones.
  3. Install, configure, and support network equipment.
  4. Monitor network installation works according to design specifications.
  5. Prepare tender documents and monitor tender processes.
  6. Develop contract management and technical requirements.
  7. Manage network installation bids and contract documents.
  8. Supervise network installation works to ensure compliance with regulations and standards.

Job Title 3: Senior Coordinator for Civil Engineering Projects

Objective:

To support the Ministry of Health (MOH) and the Health Infrastructure Lead Executive Office (HILEO) by overseeing critical construction supervision tasks, thereby significantly contributing to the success of ACDC-financed development projects. Ensuring accurate and comprehensive construction supervision for Africa CDC Regional Investment Financing Projects. Successfully completing ACDC-financed projects with a focus on efficient, high-quality, and timely execution.

Roles and Responsibilities:

Act as a liaison with the World Bank Country Office regarding construction supervision tasks and collaborate with relevant stakeholders. Develop civil engineering designs and specifications for complex construction projects. Prepare tender documents, including technical information and specifications, in compliance with permanent construction regulations. Establish contract management and technical requirements to ensure quality work and facilitate decision-making. Manage advance payments and oversee payment requests in accordance with contractual agreements. Conduct civil engineering research and analysis for construction sites. Evaluate and make recommendations on project completion time extensions, cost escalation, claims, and change work requests. Assess budget requirements prior to commencing project work. Monitor and report on the technical performance of construction projects. Ensure construction works adhere to applicable laws, regulations, standards, and guidelines. Facilitate the handover process upon project completion. Implement tender procedures, construction monitoring, quality control, and payment verification protocols. Objective:
The primary objective of this role is to provide essential support to MOH, HILEO in the effective coordination and supervision of electro-mechanical design and construction activities. This support aims to significantly contribute to the successful implementation of ACDC financing development projects, ensuring their efficient, high-quality, and timely completion.

Roles and Responsibilities:

Act as a liaison between the World Bank Country Office and other stakeholders regarding the supervision of electro-mechanical construction works for various projects.
Develop and prepare electro-mechanical designs and specifications, including HVAC systems, medical systems, and elevator systems, for complex construction projects.
Review and amend designs prepared by junior electro-mechanical engineers, as well as those provided by external consultants.
Prepare tender documentation containing technical details and specifications, adhering to construction regulations.
Monitor construction and maintenance activities to ensure compliance with design specifications, providing reports to relevant parties.
Develop contract management strategies and technical requirements to improve decision-making and ensure work quality.
Oversee payment processes, including advance payments and final certification, in accordance with contractor agreements.
Conduct electro-mechanical studies necessary for construction sites and provide recommendations for project decision-making.
Monitor and evaluate the technical performance of construction projects related to electro-mechanical works, ensuring compliance with regulations and standards.
