Vacancy Announcement: Human Rights Officer (Focal Person)

(EHRC) is seeking qualified candidates to fill the position of Human Rights Officer (Focal Person). EHRC is dedicated to safeguarding all children from harm and maintaining a safe, inclusive work environment. Position: Human Rights Officer (Focal Person)

Qualifications and Experience:

  • MA/BA Degree in Law, LLM, Human Rights Law, or International Law.
  • 4 years of relevant experience with a BA or 2 years with an MA.
  • Proficiency in computer skills.
  • Fluency in Amharic is required; knowledge of additional local languages is an advantage.

Purpose of the Job: To manage individual human rights complaints, plan and execute monitoring of places where people are deprived of liberty, emergencies, and other institutions, finalize reports, and issue recommendations. Develop and implement advocacy and follow-up strategies.

Main Duties and Responsibilities:

  • Receive and manage investigations of assigned human rights complaints.
  • Design and implement strategies to enhance the promotion and protection of human rights within the area of operation.
  • Make decisions in consultation with Regional Directors/City Heads/Coordinators.
  • Draft various human rights reports, communications, briefing notes, statements, and other documents.
  • Assist in conducting capacity-building activities on relevant human rights topics and develop training programs.
  • Monitor places where individuals are deprived of liberty and other institutions to ensure compliance with international and regional human rights standards, and produce reports with concrete remedial recommendations.
  • Conduct human rights monitoring during emergencies.
  • Develop and implement advocacy and follow-up strategies, and issue recommendations.
  • Propose areas for systemic investigation in consultation with Regional Directors/City Heads/Coordinators.
  • Conduct quality control and follow up on recommendations from relevant international and regional human rights bodies, and EHRC.
  • Collaborate with team members and establish contacts with technical staff of governmental and non-governmental institutions, civil society organizations, agencies, the private sector, development partners, and other partners in the human rights sector.
  • Conduct research on human rights issues as needed.
  • Provide input on revisions of systems, policies, guidelines, manuals, and tools.
  • Perform additional tasks as assigned.

Location: Bule Hura, Dessie, Dire Dawa, Jinka, and Nekemte

Reports To: Regional Directors/City Heads

Duration: Part-time

Salary Range: Gross monthly salary of ETB 22,989.00 – ETB 27,380.00 plus ETB 7,200.00 housing allowance and ETB 2,200.00 transport allowance, depending on the candidate’s qualifications, experience, and earning history.
