Vacancies at the National Election Board of Ethiopia

The National Electoral Board of Ethiopia (NEBE) is an autonomous institution established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its inception, the Board has established various branch offices at both federal and regional levels, including the two administrative cities. NEBE has overseen five national elections, two local elections, and six referendums.

In January 2019, the House of Peoples’ Representatives enacted a new proclamation aimed at reforming NEBE. This proclamation reduced the management board to five members serving full-time for a six-year term. Pursuant to Proclamation no.1133/2019, the board’s powers and duties are outlined as follows:

Position 1: Junior Expert in Political Parties

Requirements:

  • Bachelor’s degree with 3 years of experience or Master’s degree with no prior experience in Law, Political Science, Human Rights, International Relations, or a related field. Skills and Knowledge:
  • Familiarity with international and local legal frameworks governing political parties and elections.
  • Understanding of conflict resolution mechanisms.
  • Proficiency in scientific documentation of files.
  • Capability to conduct research and prepare briefings.

Position 2: Assistant Storekeeper

Requirements:

  • Diploma with 3 years of experience or Bachelor’s degree with 1 year of experience in Supply Chain & Logistics Management or related fields. Skills and Knowledge:
  • Basic comprehension of storekeeping and inventory management principles.
  • Strong organizational abilities and attention to detail.
  • Proficiency in basic computer skills for data entry.
  • Ability to handle moderate-weight items.

  • Training and certification in Transportation Management, Change and Transformational Management, and basic Microsoft Office applications, particularly Excel and Word.

Position 8: Expert in Human Resources Development

Qualifications and Experience:

  • Bachelor’s or Master’s degree in HRM, Management, Business Administration, Public Administration, or Development Management.
  • 7 years for Bachelor’s or 5 years for Master’s degree holders in HR administration or development-related roles.

Skills:

  • Proficiency in Change Management methodologies, approaches, and models.
  • Understanding of Human Resource principles and practices, including Ethiopian Labor Law, HR Policies, and modern trends.
  • Familiarity with HR metrics.

Position 9: Senior Researcher & Learning Specialist

Qualifications and Experience:

  • Bachelor’s or Master’s degree in Project Planning and Management, Statistics, Public Policy, Law, or a related field.
  • 8 years for Bachelor’s or 7 years for Master’s degree holders in strategic planning, research design, and data analysis within electoral management or related domains.

Skills:

  • Knowledge of PMEA or MEAL systems, especially in election or governance contexts.
