About Danish Refugee Council (DRC): The Danish Refugee Council (DRC) is an international non-governmental organization (NGO) providing relief and development services in the Horn of Africa since 1997. DRC supports solutions for refugees, internally displaced people (IDPs), and migrants. Operational in Ethiopia since 2009, DRC implements various activities funded by bilateral and multilateral donors across Ethiopia and Djibouti. These activities include WASH and shelter provision, child and youth protection, gender-based violence response, migration risk awareness, protection monitoring, and livelihoods support for returning or at-risk migrants.


Position 1: HINGO Deputy Director

Requirements:

  • A degree in a relevant field, or equivalent experience.
  • At least 3 years of experience with INGOs and/or international agencies in similar roles.
  • Demonstrated leadership and management skills.
  • Proficiency in developing proposals, budgets, and reports.
  • Minimum of 3 years in a senior leadership role with UN, NGOs, and/or donor agencies in emergency contexts.
  • Experience in multi-agency representation and coordination.
  • Skilled in developing and updating TORs, strategy documents, SOPs, and other management tools.
  • Proven experience liaising with UN missions or agencies.
  • Significant experience in advocacy, policy development, and creating key messaging documents.
  • Strong understanding of the IASC coordination architecture, integrated missions, humanitarian principles, and the Transformative Agenda.
  • Proven experience in incident/crisis management.
  • Fluent in English with strong interpersonal, communication, and networking skills.
  • Proven ability to prioritize tasks and meet deadlines under pressure.
  • Computer literate and proficient with common software packages.
  • Previous work experience in Ethiopia is preferred.

Responsibilities:

  • Liaise with humanitarian partners to improve coordination and information sharing, addressing key challenges and best practices.
  • Attend and chair relevant coordination meetings, including AHT, ASMT, ICCG, Access WG, and regional HINGO Forum meetings.
  • Assist the HINGO Director in fostering collective understanding and analysis of humanitarian response efforts, bureaucratic and access challenges among NGOs.
  • Engage with key actors (e.g., government, armed groups, communities) to build synergies, improve collective efforts, and address humanitarian access issues.
  • Develop a network of local contacts among stakeholders to identify and analyze key access constraints.
  • Represent the HINGO Forum at key meetings with donors, UN, regional government officials, and GOE, ensuring dissemination of feedback.

Position 2: Operations Manager – Humanitarian Mine Action

Requirements:

  • IMAS EOD 3 qualification.
  • Minimum of 5 years’ experience in Humanitarian Mine Action (HMA) and a thorough understanding of its technical requirements.
  • Proven management experience in various settings.
  • Experience with accreditation to IMAS standards.
  • Proven record of training and mentoring national staff.
  • Experience working in insecure environments.
  • Diplomatic, patient, and persistent.

Responsibilities:

  • Plan, monitor, and evaluate all aspects of HMA activities.
  • Ensure the highest standards of safety and security in all operations.
  • Maintain and develop SOPs, work plans, and other operational documentation.
  • Oversee the safe storage and handling of explosives.
  • Ensure prioritization set by national mine action authorities and/or UNMAS in planning and implementing activities.
  • Manage, monitor, and supervise HMA EORE/NTS Managers and/or Technical Field Managers (TFMs).
  • Coordinate joint activities with local partner organizations.
  • Monitor and analyze productivity, recommending methods to enhance efficiency and cost-effectiveness.
  • Lead the training and competence building of national operational employees with a focus on nationalization of posts.
  • Assist support service managers in developing operational support plans.
  • Report operational outputs to Humanitarian Disarmament and Peacebuilding in Copenhagen HQ monthly.
  • Conduct regular QC/QA visits and ensure compliance with SOPs.
  • Maintain a culture of safety and effective munitions clearance and disposal.
  • Retain technical information on munitions and maintain an information library on such munitions.
