The Danish Refugee Council (DRC) is an international NGO that has been providing relief and development assistance in the Horn of Africa since 1997. DRC focuses on addressing the challenges faced by refugees, internally displaced persons (IDPs), and migrants. Operating in Ethiopia since 2009, DRC has offices throughout the region and currently runs various programs funded by bilateral and multilateral donors. These programs encompass areas such as WASH (Water, Sanitation, and Hygiene), shelter, child and youth protection, responses to gender-based violence, migration risk awareness, monitoring of migration routes, and livelihood support for returning migrants or those at risk of migration.

Position: Humanitarian Disarmament & Peacebuilding Coordinator

Overall Purpose of the Role: This position is responsible for leading DRC Ethiopia’s Humanitarian Mine Action and Peacebuilding programs. The coordinator will identify new opportunities, foster partnerships, and enhance the technical capacities of DRC field teams and partner organizations. Following DRC’s accreditation for humanitarian mine action in Ethiopia in 2024, the coordinator will oversee the establishment of programs in this area. This role also includes promoting peacebuilding and social cohesion as central activities of DRC Ethiopia, guiding the expansion of new initiatives.

Responsibilities and Tasks:

Strategic Direction and Quality:

  • Develop and implement the Humanitarian Disarmament and Peacebuilding strategy for DRC Ethiopia, ensuring alignment with the organization’s broader goals and other sectors (such as protection, economic recovery, and WASH).
  • Provide technical guidance for ongoing and planned programs.
  • Offer support and oversight for peacebuilding program development, including coaching for the HDP Specialist.
  • Collaborate with the HMA Operations Manager to enhance humanitarian outcomes from Explosive Ordnance Risk Education (EORE), Non-Technical Surveys (NTS), and clearance activities.
  • Facilitate the integration of peacebuilding and conflict sensitivity in other DRC sectors.

Fundraising:

  • Work with the Head of Program and Country Director to identify fundraising opportunities in the HDP sector, supporting donor engagement and proposal development for HDP initiatives.
  • Lead the creation of all HDP-related concept notes and project proposals.

Program Development and Management:

  • Oversee the Humanitarian Mine Action and Peacebuilding portfolios in Ethiopia, managing planning, implementation, financial management, monitoring, and reporting.
  • Develop a strategic plan for the HDP program’s technical development and financial growth.
  • Provide technical support and training to the HDP Specialist and field staff, focusing on peacebuilding and conflict sensitivity.
  • Foster strategic partnerships with local actors and develop capacity-building strategies in collaboration with the Partnerships Coordinator.
  • Collaborate with technical coordinators and program focal points on integrated programming efforts.

External Representation & Advocacy:

  • Represent DRC in coordination with local authorities and relevant national forums.
  • Participate in policy discussions regarding best practices in HMA and PB, emphasizing conflict sensitivity within the humanitarian sector in Ethiopia.

About You

Experience and Technical Competencies:

Required:

  • At least 5 years of experience in Peacebuilding, Mine Action, or related fields.
  • Strong understanding of conflict management, community-based approaches, and policy development.
  • Minimum of 2 years of project management experience.
  • Proven track record in fundraising, including donor engagement and proposal writing.
  • Experience in ensuring conflict-sensitive programming.
  • Skills in staff capacity development and training.
  • Ability to create realistic strategic plans for programming.
  • Experience in inter-departmental coordination at field and country levels.
  • Strong interpersonal skills and a cooperative, problem-solving attitude.
  • Excellent proficiency in written and spoken English.
  • Experience working in Ethiopia, particularly in complex political environments.

Desirable:

  • Familiarity with Humanitarian Mine Action project management in fragile settings.
  • Experience in drafting conflict analysis reports.
  • Ability to navigate challenging security contexts.

Education:

  • Bachelor’s or Master’s degree in conflict management, development studies, social sciences, or a related field, or equivalent experience (5 years in relevant sectors).
