Position: Senior Programme Manager – Gender Equality Temporary Maternity Cover

Job Summary:

The temporary senior programme manager, covering maternity leave, will report to the deputy head of development cooperation. The role entails strengthening Ireland’s embassy strategy and engagement in gender equality. The successful candidate will lead gender equality programming and contribute to advancing gender equality and transformation both within the embassy and externally through relationships, policy engagement, partnerships, and programs.

Responsibilities:

Support in executing Ireland’s foreign policy and development strategies, encompassing “Global Island: Ireland’s Foreign Policy for a Changing World,” “Ireland’s International Development Policy – A Better World,” and “Global Ireland.”Ireland’s Strategy for Africa to 2025.”

Collaborate with embassy staff to implement the mission strategy, with a particular focus on gender equality outcomes.

Contribute to overall mission planning by providing policy advice, briefings, and recommendations to senior management.

Manage institutional partnerships and lead the gender equality grant portfolio in accordance with grant management standards.

Contribute to strategic planning, annual business planning, reporting, and staff performance and development.

Coordinate with external stakeholders, including donors and government agencies.

Perform other duties as required.

Requirements:

Academic qualification, preferably at master’s level, with a minimum of 5 years of progressively responsible senior management experience in relevant fields such as equality studies, social studies, development studies, law, or human rights.

Knowledge of gender equality theories, concepts, and approaches, particularly within the Ethiopian and broader regional context.

Familiarity with key national policies, institutions, and programs related to gender equality.

Strong understanding of international practices in gender equality, governance, peace, humanitarian action, and climate change.

Significant knowledge of the operating environment for gender equality organizations in Ethiopia.

Fluency in English.

Demonstrated problem-solving skills, commitment to delivering results, and accountability for quality outcomes.

Experience in strategic planning, monitoring, analysis, and budget management.

Excellent interpersonal and communication skills, with the ability to work in teams and engage effectively with external organizations.

Proficiency in MS Office Suite.

Readiness and capacity to undertake regular travel to remote regions.

Legitimate authorization to reside and be employed in Ethiopia.

Terms and Conditions:

Start date: Mid-April 2024.

Location: Embassy of Ireland, Addis Ababa.

Contract duration: Six months with a 30-day probation period.

Working hours: Monday to Thursday, 8am-5pm; Friday, 8am-2pm, with total working hours not exceeding 48 hours per week.

Annual leave entitlement: 10 working days for six months.

Gross salary: Entry point of Scale One-Plus (€3,147.22 per month) paid in local currency.

Eligibility: Permanent, legal right to reside and work in Ethiopia.

Selection Process:

Short-listing based on key requirements.

Technical assessment.

Competency-based interview.

Possible second interview.

Interviews held in person before the end of March 2024.
