Position 1: Senior CRVS Project Manager

Requirements:

  • Master’s degree in Demography, Information Technology, MBA, Project Management, Statistics, or a related field
  • Minimum of 10 years of professional experience, with at least 4 years in World Bank-supported projects
  • Strong understanding of Ethiopia’s policy framework on Civil Registration and Vital Statistics (CRVS)
  • In-depth knowledge of Ethiopia’s decentralized governance framework
  • Advanced CRVS certification and/or knowledge of the legal identity ecosystem is a plus
  • Extensive experience in monitoring and evaluation, including managing independent reviews and evaluations
  • Proficiency in project management tools and software
  • Familiarity with internationally financed development programs, particularly World Bank guidelines and procedures
  • Proficiency in written and spoken Amharic and English with excellent communication and presentation skills

Responsibilities:

  • Report to the Director General of ICS, ensuring efficient project implementation
  • Plan, implement, monitor, and evaluate the project in coordination with stakeholders
  • Oversee and supervise project staff, monitoring their performance
  • Conduct routine supervision visits and update the Director General on critical issues
  • Prepare quarterly progress reports
  • Participate in technical committee meetings and liaise with the World Bank Country Office
  • Facilitate the planning and execution of supervision missions
  • Collaborate with stakeholders and respond to project management queries in consultation with the Ministry of Health
  • Assist in organizing and delivering training to stakeholders and implementers
  • Maintain an updated registry of project assets for internal and external audits

Position 2: Senior Financial Management Specialist for CRVS Digitalization Project

Requirements:

  • MA/BA degree in Accounting or Finance
  • At least 8 years of experience for graduates or 6 years for postgraduates, with over 4 years in internationally financed development programs, especially World Bank-supported projects
  • Proficiency in IFMIS, client connection, Peachtree, and Microsoft Office (Word, Excel) is advantageous

Responsibilities:

  • Oversee financial management aspects of the project, liaising with ICS systems
  • Ensure adequate financial management arrangements including budgeting, fund flow, accounting policies, systems, and internal controls
  • Monitor project performance from a financial management perspective, including fund flow mechanisms
  • Ensure prudent accounting and reporting of financial resources in compliance with Ethiopian and World Bank requirements
  • Implement and follow government internal control procedures and the project FM manual
  • Contribute to updating the financial manual in accordance with World Bank guidelines and procedures

Position 3: Senior Procurement Management Specialist

Requirements:

  • MA/BA degree in Accounting or Finance
  • At least 8 years of experience for graduates or 6 years for postgraduates, with over 4 years in internationally financed development programs, especially World Bank-supported projects
