Position 1: ICT and Digitalization Advisor

Required Qualifications, Competencies, and Experience:

  • Experience: Minimum of 5 years in a similar role, ideally in international cooperation and state support structures.
  • Expertise: Strong understanding of digital government, data governance frameworks (including data protection, IT security, and data sharing), and digitalization challenges in public administration.
  • Knowledge: Familiarity with the public sector and Ethiopian administrative institutions. Insight into Ethiopian public strategies and policies, particularly digital frameworks (e.g., Ethiopia 2025).
  • Networking: Proven skills in networking and partnership building, with an existing network in digital government in Ethiopia and internationally being an asset.
  • Advisory Skills: Experience advising government institutions on digital topics, with a focus on public service delivery preferred.
  • Field Knowledge: Proficiency in at least one of the following: digitization of public services (G2C, C2G, G2B, B2G), administration digitization (G2G), IT-Sourcing, participatory democracy, and digital transformation of various sectors.
  • Legal and Policy: Understanding of Ethiopian legal and policy frameworks on privacy, data governance, and IT security is a strong advantage.
  • Development Cooperation: Work experience in development cooperation is desired.
  • Digital Methods: Knowledge of digital methods (Service Design, UX Design, user testing, user research, user stories, agile project management). Certifications are an asset.
  • Mobility: Availability for business travel.

Position 2: ICT and Digitalization Specialist

Required Qualifications, Competencies, and Experience:

  • Education: Master’s degree in Geospatial Sciences, Geography, Environmental Science, Civil Engineering, or a related field with a focus on GIS and remote sensing.
  • Experience: At least 3-5 years in a similar role, preferably within the development sector. Proven experience managing geospatial data, implementing GIS projects, and using technical equipment such as drones.
  • Technical Skills: Proficiency in GIS software (ArcGIS, QGIS), remote sensing applications, drone technology, and programming languages (R, Python).
  • Analytical Skills: Strong ability to interpret complex data and provide actionable insights.
  • Communication: Excellent written and verbal communication skills, able to convey technical information to non-technical audiences.
  • Languages: Fluency in English and Amharic.

Additional Competencies:

  • Analytical and Communication: Developed analytical, communication skills, and conceptual thinking ability.
  • Writing: Strong writing and synthesis skills for drafting reports and content (mainly in English).
  • ICT Knowledge: Good practical knowledge of ICT tools and applications (e.g., MS Office).
  • Problem-Solving: Experience identifying complex problems and prototyping innovative solutions for public value creation.
  • Event Management: Ability to organize and facilitate events, workshops, and capacity-building activities focused on digital transformation.
  • Project Development: Skills in developing and implementing digital transformation projects in collaboration with various stakeholders.
