Position 1: Safety and Security Assistant

Requirements:

  • Associate Degree or international equivalent in security management, information management, business administration, political/social science, international relations with a focus on security management, or a related field.
  • 0-2 years of progressively responsible experience in investigation, military, police, or security management, preferably within the police or military context.
  • Previous experience in a similar role with another organization is preferred.
  • Proficiency in the local language (Somali) and excellent English skills.
  • In-depth knowledge of the local context.

Responsibilities:

  • Lead the preparation of field risk assessments.
  • Establish and maintain close relations with host country security agencies, acting as a liaison between senior security professionals and host country services to discuss potential issues and plan resolutions.
  • Maintain dialogue with authorities and international institutions like UNDSS, NGO Security Forum, and Red Cross/Red Crescent on security matters.
  • Serve on interdisciplinary teams for non-routine situations, such as mine removal, evacuations, medical emergencies, kidnappings, arms attacks, arrests, detentions, or hostilities that threaten the safety of FHI 360 staff.
  • Support the ongoing evaluation of air, land, and evacuation routes and resources for emergencies, ensuring availability of vehicles, aircraft, fuel supply, and accessible roads.
  • Ensure fire detection devices and firefighting equipment are available on premises, maintain a fire evacuation plan, and conduct fire drills and training as necessary.
  • Conduct routine security surveys of office and residential areas.
  • Perform physical security inspections of facilities, including safe rooms, issuing identity cards, and conducting background checks and entry control if possible.
  • Keep staff fully informed on matters affecting their security and safety.
  • Investigate and prepare reports on minor incidents of theft, illegal entry, assault, or other incidents where the extent of the infraction is readily determinable.

Position 2: Technical Officer, Biomedical Services

Requirements:

  • MD Degree with 1-3 years of relevant experience in community-based biomedical and clinical services; OR Master’s degree in public health, nursing, MBA with 3-5 years of relevant experience; OR Bachelor’s Degree in nursing or as a clinical officer with 5-7 years of relevant experience.
  • Robust clinical experience in HIV/AIDS testing and counseling, care and treatment, and family planning.
  • Excellent written, presentation, communication, and organizational skills in both English and Kiswahili.
  • Demonstrated experience in clinical training and mentoring.
  • Ability to liaise with senior MOHSW officials at national, regional, and district levels, as well as representatives of NGOs/CBOs.
  • In-depth understanding of the Tanzanian healthcare system, particularly public health.
  • Ability to travel up to 50%.

Responsibilities:

  • Lead coordination, supervision, and provision of HIV testing services (HTS), HIVST, PreP, Recency testing, family planning services, and referrals to GBV, TB, STI, and other biomedical services at mobile sites, index homes, and partner notification modalities, supporting MOHSW in selected health facilities.
  • Train staff and community health workers on clinical management and integration of HIV, PreP, FP, TB screening, and STIs.
  • Ensure clinical procedures at health facilities and mobile outreaches follow national guidelines and protocols developed by the MOHSW.
  • Provide ongoing coaching, mentoring, and supervision to clinicians in mobile outreach, index testing, partner notification modalities, and health facilities.
  • Develop protocols and standard operating procedures for referrals and case management of HIV+ individuals.
  • Ensure targeted individuals are linked to other behavioral and structural services to facilitate positive protective behaviors.
  • Provide technical assistance and participate in supportive supervision of clinical staff to ensure quality healthcare delivery; support MOHSW to do the same in select sites.
  • Provide technical support in the development and writing of concepts and proposals for research and documentation of activities.
