The Ethiopian Construction Works Corporation (ECWC) is a public enterprise established on December 18, 2015, in accordance with Council of Ministers Regulation No. 366/2015, with an authorized capital of Birr 20.3 billion. Of this, Birr 15.6 billion has been paid in both cash and kind. An amendment to its establishment was made through Council of Ministers Regulation No. 390/2016 on September 28, 2016.
Historically, the Imperial Government of Ethiopia recognized the need for a specialized road agency to manage the rehabilitation, restoration, and expansion of the national road network. As a result, the Imperial Highway Authority (IHA) was formed in 1951 to oversee the planning, design, construction, and maintenance of roads across the country.
