Position: Director of MERLA

Chemonics is in search of a Director of Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) for the upcoming New Primary Education Activity to be based in Addis Ababa, Ethiopia. The chosen individual will play a pivotal role in ensuring that the Government of Ethiopia, the Ethiopian public, and development stakeholders are well-informed about the impacts and benefits of USAID interventions on the Ethiopian community. The Director will be tasked with refining, developing, curating, and amplifying both internal and external communications to enhance impact and visibility, all while ensuring the appropriateness of messaging within the cultural context. Furthermore, the Director will oversee the identification, collection, and analysis of all activity data and knowledge management. Reporting directly to the Chief of Party, the Director will also supervise the Communications Officer and MERLA Officers.

Key Responsibilities:

Offer comprehensive support across various areas, including iteration, adaptation, and dissemination of best practices within the education sector to facilitate potential scale-up.

Provide strategic guidance and programmatic advice on communication strategies for the Primary Education Activity (PEA) and its partners.

Take the lead in crafting and executing the Activity’s communication strategy/plan and yearly work plan for communication asset production, dissemination, and monitoring.

Ensure compliance with USAID branding strategy and marking guidelines for all communication materials.

Direct the design and execution of the MERLA strategy and monitoring, evaluation, and learning (MEL) plan, encompassing data collection, systems, and results reporting to meet USAID standards.

Drive the establishment of collaboration, learning, and adaptation (CLA) mechanisms, integrating them throughout implementation to facilitate regular adjustment and modification of approaches and interventions as necessary.

Collaborate with technical staff to develop baseline survey data points and MEL methods as per the Activity’s MEL plan, ensuring the inclusion of youth- and gender-sensitive indicators and results.

Furnish evidence-based data and information to the technical team for the preparation of progress reports, technical papers, success stories, case studies, etc., and recommend enhancements to meet Activity objectives.

Oversee the development and supervision of all database, survey, and assessment methodology documents to ensure adherence to USAID data quality standards and industry best practices.

Collaborate closely with the communications team and technical staff to review MEL activities and interventions.

Undertake other duties as delegated by the Chief of Party.

Qualifications:

Bachelor’s degree in communications or a related field is required; a master’s degree is preferred.

Substantial (12-15 years) experience in USAID work and communications, public relations, knowledge management, international development, or a relevant field.

Proven experience in designing M&E methodologies and tools and the ability to provide guidance and training on their utilization.

More than 5 years of experience in strategic communications, social media, or public relations, with a preference for involvement in communications efforts on USAID or donor-funded projects.

Demonstrated proficiency in developing and executing strategic communications plans within the international development sphere.

Exceptional writing and presentation skills, with a track record of preparing concise and impactful executive communications products and social media content.

Fluency in English, coupled with excellent presentation abilities and clear and concise written communication skills.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Familiarity with social media platforms (Twitter, Facebook, LinkedIn, etc.).

Proficiency in graphic design software like Canva, Visio, Adobe, InDesign, or similar tools is advantageous.

Detail-oriented with strong prioritization skills.

Proficiency in English is mandatory.
