Position 1: Consultant for Project Closeout Management

Qualifications:

  • A minimum of four years of experience preferably with Chemonics and/or USAID-funded projects.
  • Previous senior-level experience in project closeout, ideally within a USAID-funded context.
  • International field experience coupled with advanced communication and interpersonal skills.
  • Familiarity with USAID rules, regulations, policies, and procedures; knowledge of Chemonics systems is advantageous.
  • Demonstrated leadership, integrity, versatility, and a proactive problem-solving attitude.
  • Proficiency in English (written and oral) is mandatory.
  • Applicants must be currently based in Addis Ababa, Ethiopia.

Responsibilities:

Principal Duties and Responsibilities:

  • Collaborate closely with the Country Director and Finance and Operations Director to ensure administrative compliance and documentation across procurement, finance, human resources, facilities, and inventory processes.
  • Coordinate with the Deputy Country Director-Operations to oversee existing processes and ensure project adherence to relevant USAID and Chemonics regulations.
  • Provide hands-on guidance to staff, fostering a shared understanding of administrative preparation for project closeout and reporting.
  • Manage all aspects of closeout, including maintaining the demobilization plan, conducting regular check-ins with teams, and providing weekly updates on finance, personnel, procurement, and overall operations.
  • Finance:
    • Guide finance staff through necessary steps for project closure.
    • Execute audits of financial documents, ensuring compliance with USAID regulations and Chemonics policies.
    • Verify and report all VAT-related costs accurately.
    • Compile a detailed list of costs requiring payment or capture during the closeout period.
    • Oversee vendor payments and closure of the project office bank account in compliance with regulations.
    • Maintain the closeout budget and ensure accurate forecasting of closeout costs.
    • Support proper filing of finance documents in line with Chemonics procedures.
    • Assist in final tax payments and bank account closure.
  • Personnel:
    • Review all local personnel files to ensure completeness.
    • Ensure adherence to local labor laws regarding leave payout, bonuses, severance, and staff termination.
    • Monitor staff leave balances and facilitate appropriate leave utilization.
    • Coordinate with legal counsel as needed.
    • Provide staff support, including CV reviews and reference letter writing.

Position 2: Finance Specialist

Qualifications:

  • University degree in accounting or related field from a recognized institution.
  • Minimum of 5 years of relevant work experience.
  • Strong understanding of USAID rules and regulations, preferably with international NGO experience.
  • Excellent interpersonal skills and ability to engage effectively with diverse stakeholders.
  • Proven ability to work independently, meet deadlines, and maintain attention to detail and quality.
  • Fluency in English and Amharic, including business terminology.
  • Intermediate proficiency in Microsoft Office Suite and accounting software; familiarity with ABACUS system preferred.

Responsibilities:

  • Monitor and analyze employee and other advance accounts, ensuring timely settlement before processing additional advance requests.
  • Review Aging summary monthly.
  • Ensure expenses and advances are supported by appropriate documentation and allocated correctly.
  • Prepare monthly payroll and review government payables for timely payment.
  • Handle monthly VAT reporting and bank reconciliations.
  • Collaborate with team leaders to prepare monthly fund requests.
  • Supervise and support Finance Officers and Assistants.
  • Assist the Finance Manager as needed.
  • Perform other duties as assigned by the supervisor.
