Position 1: Supply Chain Manager – Procurement

Qualifications:

  • Degree in Supply Chain Management, Procurement, or a related field.
  • Minimum of 5 years of progressive experience in supply chain/logistics/procurement management, ideally within relief supply chain management.
  • Familiarity with public donor regulations and Federal Acquisitions Regulations (FAR), WHO regulations, and Generally Accepted Commodity Accountability Principles (GACAP).
  • Knowledge of national and international import/export laws and common customs regulations.
  • Experience in staff management, fostering a conducive learning environment.
  • Proficiency in MS Office (Excel, Word, PowerPoint, Visio) and information management systems; ERP system experience is a plus.

Responsibilities:

  • Work with direct reports and departments, especially programming leads, to enhance the procurement planning process. Manage procurement and logistics service requirements, specifications, delivery schedules, and sourcing strategies, ensuring proper coordination and communication.
  • Lead the development of compliant procurement systems and standardized procedures and tools for procurement processes per Procurement policies and the GSCM handbook.
  • Work closely with budget holders to create annual budget plans that align with procurement needs.
  • Maintain transparency and accountability throughout all supply chain procurement processes, ensuring compliance with CRS and donor regulations, as well as international and local standards.
  • Oversee team dynamics and staff well-being, offering coaching, developing personalized growth plans, and managing performance for direct reports. Monitor team performance to ensure effective support of high-quality programming.
  • Oversee the design and implementation of a strategic sourcing and procurement process to identify, assess, select, and contract suppliers that deliver maximum value. Coordinate closely with the Senior Procurement Manager to manage key supplier relationships and assess performance.

Position 2: Human Resources Officer – Talent Acquisition

Qualifications:

  • Bachelor’s degree in social sciences, HR Management, Business Administration, or equivalent experience with HR certification or courses.
  • Minimum of 3 years of HR experience, preferably with an international or local NGO, with a good understanding of HR best practices and standards.
  • Knowledge of employment laws, regulations, policies, and local labor law.
  • Proficiency in MS Windows, MS Office (Excel, Word, PowerPoint), Web Conferencing Applications, and HRIS.

Responsibilities:

  • Assist in developing and implementing talent acquisition strategies in consultation with the Sr. HR Officer – Talent Acquisition, considering current and potential staffing requirements.
  • Maintain strategic relationships with hiring managers, ensuring recruitment and selection processes align with the HR hiring strategy.
  • Advise and support hiring managers in conducting strategic and insightful interviews, ensuring compliance with policy, local regulations, and best practices.
  • Coordinate and support HR processes, activities, and service delivery in sub-offices. Conduct field visits to ensure timely recruitment responses and foster a strong HR partnership between sub-offices and the main office.
  • Work with the compensation unit to present compelling and compliant total compensation offers.
  • Coordinate and facilitate new hire orientation sessions and onboarding, track probation end dates, and communicate outcomes.
