Position :Temporary Office Administrator Ethiopia

Role Purpose

This role is dedicated to supporting the effective management of the British Council’s procurement activities. The individual in this position will oversee and manage the entire procurement process, including the creation of purchase orders, handling goods receiving, and ensuring timely vendor follow-up. The role is pivotal in ensuring efficient and compliant procurement practices that underpin the organization’s operational success.

Additionally, the Temporary Office Administrator will be responsible for filing quarterly VAT return submissions to the Ethiopian Revenue Authority. They will play a crucial role in supporting the finance function, ensuring the timely closure of open purchase orders for monthly and quarterly compliance within the country office.

Main Responsibilities (not limited to):

General procurement support:

Generate and manage purchase orders accurately and promptly, inclusive of all required supporting documentation. Compile invoices and cash receipt vouchers from vendors and forward them to the finance department for payment processing and preparation of VAT refund returns. Follow up on invoices and supporting documents from project officers for specific services such as hotel bookings, flights, grants, and consultancy.

Collaborate with internal stakeholders to comprehend procurement needs and specifications, ensuring adherence to organizational procurement policies and guidelines. Verify ordered items through coordinated goods receiving activities and work with relevant departments to confirm the quality and quantity of received goods.

Establish and cultivate strong relationships with vendors, engaging in communication to clarify specifications, negotiate terms, and resolve any issues. Conduct regular performance evaluations of vendors to uphold standards of quality and reliability. Monitor and track the status of open orders with vendors, proactively seeking updates on order status.

Resolve any delays or collaboration issues with vendors to guarantee punctual deliveries. Ensure that all procurement activities strictly comply with relevant laws, regulations, and organizational policies. Additionally, contribute input on cost-saving initiatives and engage in negotiations to secure favorable terms with vendors.

Finance and compliance support:

Prepare monthly/quarterly/yearly returns to local authorities, including filing and following up on VAT from authorities, and preparation, submission, and payment of tax and pension returns to the Revenue’s Authority.

Ensure open Purchase Orders are closed on time and prevent instances of late Purchase orders and late payments.

Functional Team Working:

Contribute to ensuring policies, procedures, and systems are delivered with integrity.

Actively support equality and diversity, adhering to the British Council’s EDI policy.

Collaborate with the country finance controller for finance tasks.

Role-specific knowledge and experience:

Essential requirements:

Bachelor’s degree in Business Administration, Supply Chain Management, or related fields.

Minimum of 2 years of professional work experience.

Skilled in using computer applications such as Outlook, Word, and Excel.

Desired Qualifications:

Experience in the NGO sector.

Experience working with SAP.

Additional Details:

Pay Band – 4.

Monthly Gross Remuneration: ETB 38,924.00.

Fixed-Term Contract ending on 31st August 2024.

Location – Addis Ababa, Ethiopia.

Department/Function – Finance.

Language Requirements: Strong written and verbal communication skills in English.

The role requires the candidate to have existing rights to live and work in the country where the position is based.
