The Danish Refugee Council (DRC) is an international non-governmental organization (NGO) that has been delivering humanitarian aid and development services in the Horn of Africa since 1997. DRC is dedicated to offering solutions to the challenges faced by refugees, internally displaced persons (IDPs), and migrants. With a strong presence in the region, DRC has been active in Ethiopia since 2009. Supported by bilateral and multilateral donors, the organization is implementing a variety of programs throughout Ethiopia. These initiatives include water, sanitation, and hygiene (WASH) and shelter services, child and youth protection, gender-based violence response, awareness campaigns on migration risks, monitoring of migration routes, and providing livelihood support to returning or at-risk migrants.

Position: Safety and Access Coordinator

Role Overview:

The Safety and Access Coordinator is tasked with ensuring the effective application of DRC’s Safety Risk Management System (SRMS) across all operational areas in Ethiopia. This involves implementing the Global Safety Policy, identifying potential risks, and establishing and executing suitable mitigation strategies and procedures. The role requires ongoing assessment of the context and daily management of safety and security in collaboration with Senior Management and Safety Focal Points, thereby enhancing the operational resilience and continuity of DRC’s mission in Ethiopia.

Key Responsibilities:

  • Safety and Access Analysis:
    • Regularly update the DRC Safety Risk Management System (SRMS) to cover all program areas.
    • Oversee the Safety Level System (SLS) for field sites, ensuring Area Offices strive to meet Minimum Operating Safety Standards (MOSS).
    • Identify risks and develop measures to maintain program continuity and strengthen resilience through comprehensive security and risk management.
    • Collaborate with area and country offices to develop contextualized risk management policies and procedures.
    • Facilitate program access and continuity through timely and informed advice.
    • Prepare monthly and quarterly security analyses/reports, including ad hoc updates and trend analyses.
    • Foster information-sharing networks both internally and externally.
    • Build relationships with DRC partners and participate in safety and access meetings.
    • Provide safety input during meetings and support decision-making for the Senior Management Team (SMT) and Extended SMT.
  • Safety and Access Management:
    • Assist in recruiting Safety Focal Points and provide training, mentoring, and capacity building.
    • Develop and deliver high-quality safety training for DRC staff and partners.
    • Maintain essential safety documentation, data, and records.
    • Ensure new staff and visitors receive pre-arrival and country briefings.
    • Coordinate with the RO/HQ Crisis Management Team and participate in Incident Management Teams as needed.
    • Support Incident Management Teams (IMTs) and develop Contingency Plans (CPs) for all offices.
    • Collaborate with the Head of Support Services to ensure safety is included in grant budgets and proposals.
    • Act as a focal point for procuring safety-related resources and services.

Qualifications and Experience:

  • Minimum of 5 years as a Safety Coordinator/Advisor for an INGO in Ethiopia.
  • Proven expertise in context and security analysis and advising humanitarian staff.
  • Experience in humanitarian access and managing sensitive information with confidentiality.
  • Skilled in developing and updating SOPs, contingency plans, and risk management tools.
  • Experience in incident and crisis management.
  • Strong communication and interpersonal skills to guide teams on safety and security matters.
  • Experience in conducting safety training and partner capacity building.
  • Proven ability to prioritize tasks and meet deadlines under pressure.
  • Proficiency with common software packages.
  • Willingness to work in insecure environments and travel to challenging areas on short notice.

Education:

  • University degree in security, development, political science, conflict studies, law, or related fields.
  • Additional safety management certifications are advantageous.

Languages:

  • Fluency in English and Amharic, both written and spoken.

Position 2: Operations Manager – Humanitarian Mine Action

Qualifications and Experience:

  • Minimum of 5 years of experience in Humanitarian Mine Action (HMA) with a thorough understanding of its technical requirements.
  • IMAS EOD 3 qualification and previous experience as an Operations Manager.
  • Proven management skills in diverse settings.
  • Experience with IMAS standard accreditation.
  • Proven record of training national staff and mentoring counterparts.
  • Experience working in insecure environments.
  • Diplomatic, patient, and persistent.
  • Fluency in English, both written and spoken.
  • Competency in Word and Excel.
  • Commitment to advancing objectives such as gender equality and cross-sector cooperation.

Desirable:

  • Understanding of Armed Violence Reduction concepts and programs.
  • Knowledge of supply chain systems.

Education:

  • IMAS EOD 3 qualification.

Languages:

  • Fluent in English.
