Dan Church Aid (DCA), a Denmark-based international NGO with certificate #1083 from the Authority for Civil Society Organizations, is dedicated to improving the lives of rural and pre-urban communities in Ethiopia. Our programs focus on saving lives, building resilience, and combating inequality, specifically targeting disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Position 1: Program Area Manager

Objective: The Program Area Manager will lead the development, planning, implementation, monitoring, evaluation, and reporting of DCA projects in refugee and host communities within the Gambella Coordination Office. This role is responsible for overseeing both system and program staff and representing DCA at various forums in the Gambella region, in collaboration with the Senior Humanitarian Program Manager and Head of Program (HoP).

Responsibilities:

  • Provide technical and managerial support to ensure high-quality project implementation.
  • Lead the proposal development process for projects in Gambella and actively contribute to writing proposals.
  • Manage project teams and oversee project execution.
  • Conduct monthly Budget vs. Actual (BVA) reviews with project coordinators and the Finance and Admin Coordinator for Gambella, and participate in country office reviews with the program and finance teams.
  • Engage with stakeholders to ensure DCA projects are planned and executed with their full involvement.

Qualifications and Experience:

  • MSc/BA degree in a relevant field such as Development Studies, DRR Management, Food Security, Agriculture, or similar from a recognized university.
  • 6/8 years of experience at the field and country office level, with expertise in designing humanitarian project proposals, report writing, capacity building, and donor compliance (e.g., BPRM, ECHO) in refugee contexts.
  • Relevant technical training in relief, disaster management, environmental sciences, or related fields.
  • Experience working with refugees in Gambella or similar settings with international NGOs or UN agencies like UNHCR is required.
  • Understanding of the humanitarian system and refugee crises in Ethiopia.

Competencies:

  • High-level diplomatic skills for relationship building.
  • Strong negotiation and persuasion abilities to secure funding.
  • Excellent time management skills.

Contract Type: One year with the possibility of extension

Position 2: MEAL Coordinator

Objective: The MEAL Coordinator will oversee data collection, analysis, and interpretation to monitor project indicators, generate progress reports and human-interest stories, and facilitate learning forums. The role includes leading needs assessments, baseline and end-line surveys, mid-term and terminal evaluations, and providing technical guidance on MEAL matters, ensuring adherence to international humanitarian standards.

Responsibilities:

  • Manage data collection, analysis, and interpretation to track project indicators.
  • Produce and share progress reports and human-interest stories.
  • Facilitate joint monitoring and learning forums and lead needs assessments.
  • Assess project outcomes and impact periodically.
  • Train DCA and partner staff in planning, monitoring, and evaluation.
  • Collect performance reports from field staff, monitor project progress, and keep the project team updated.
  • Participate in monitoring and evaluations in refugee camps and host communities.

Qualifications:

  • First degree in statistics, economics, development studies, or a related field.
  • BA/BSC with six years or MA/MSc with four years of relevant experience.
  • Knowledge of refugee operations in Ethiopia, particularly Gambella.
  • Experience with NGOs/humanitarian agencies.
  • Strong communication and organizational skills, with the ability to work independently and in a team.
  • Proficient in report writing and using digital data collection and analysis tools.
  • Familiarity with the operational area is advantageous.
