About Us: For the past three years, Helvetas Ethiopia has been executing the Unleashing the Potential of Young Women (UP-Women) project in the Sidama region, targeting four city administrations. This initiative aims to create meaningful employment for 3,500 young women by providing them with Technical and Vocational Education & Training (TVET) and essential soft skills through a Result Based Financing (RBF) approach, in collaboration with 65 Training and Employment Providers (TEPs). To date, the project has trained 2,275 participants over five cohorts and is actively working on generating both wage and self-employment opportunities.

Position 1: Market System Development Officer

Qualifications:

  • Bachelor’s degree in Agricultural Economics, Rural Development, Agribusiness, Marketing, Value Chain Development, or related fields from a recognized institution.
  • A Master’s degree or postgraduate certificate in relevant areas is advantageous.

Work Experience:

  • At least 7 years of experience in the private sector and/or NGOs, with a focus on Market System Development (MSD) approaches, agribusiness, and/or financial services.
  • Deep understanding of the Markets Working for the Poor (M4P) framework and experience in market development facilitation, including coaching, building relationships, and fostering innovation in the livestock sector.
  • Experience supporting private sector business ventures in pastoral or agro-pastoral contexts and providing business development support to both public and private industries.
  • Familiarity with livestock-related MSMEs and knowledge of participatory analysis in livestock value chains.
  • Experience with the Borana and East Borana Zone regions and proficiency in the local language is preferred.
  • Familiarity with Livestock Emergency Guidelines and Standards, market system development, and humanitarian response training is a plus.
  • Proven track record in facilitating market linkages between livestock producers and large-scale traders, abattoirs, exporters, and institutions.

Responsibilities:

  • Provide technical support for MSD activities, ensuring effective implementation and high-quality outcomes.
  • Organize market systems assessments, validation workshops, and stakeholder events in collaboration with government sectors.
  • Enhance the capacity of market actors on MSD approaches, identifying opportunities and constraints, and supporting SMEs.
  • Develop short-term strategies and establish linkages between market actors to broaden outreach.
  • Manage co-investment funds and private sector interventions to stimulate investment.
  • Create guidelines for investment fund management in accordance with the RLP investment manual.
  • Formulate plans to boost investment in livestock industries and ensure investment funds support key sectors without disrupting financial markets.
  • Facilitate platforms for disseminating RLP Investment Fund opportunities and develop tracking systems for documentation.
  • Lead private sector engagement and due diligence on companies.
  • Conduct field visits to monitor progress, offer technical advice, and provide feedback.

Position 2: Skills Development and Youth Empowerment Officer

Qualifications:

  • Bachelor’s degree in Development Studies, Economics, Marketing, or a related social science field.

Work Experience:

  • At least 5 years of relevant experience in youth and women’s economic empowerment, non-formal education (IFAL), and skills (vocational and soft skills) development and employment.
  • Minimum of 3 years of experience in a comparable officer-level role.
  • Knowledge of the project’s context (political, social, economic) and prior experience in project areas is highly desirable.
  • Experience working in the NGO sector and with government entities is required; private sector experience is a plus.
  • Experience in developing guidelines, methods, tools, needs assessments, baseline surveys, and implementing youth empowerment and business development initiatives.
  • Proven experience collaborating with community-based organizations, civil society, private sector actors, and local partners.
  • Familiarity with youth life skills curricula and livelihoods projects is highly desirable.
  • Experience in documentation, monitoring, and learning is highly desirable.

Responsibilities:

  • Facilitate participatory targeting and curriculum development.
  • Oversee the selection of IFAL centers, TVET/polytechnic colleges, and private training providers in the target areas, engaging stakeholders.
  • Develop and update selection criteria for project participants in collaboration with stakeholders.
  • Lead the review, adaptation, and development of gender-transformative training curricula.
  • Manage awareness-raising activities for beneficiary registration and ensure the provision of learning materials.
  • Conduct gender-transformative labor market surveys for various skill training areas.

Position 3: Infrastructure Development Officer

Qualifications:

  • Bachelor’s degree in Civil Engineering, Construction Technology and Management, Public Works Engineering, or a related field.

Work Experience:

  • 4 years of relevant experience in rural road construction, including planning, budgeting, design, contract management, construction supervision, and monitoring.
  • Significant experience in quality control and assurance for suspension bridges and footpath networks.
  • Strong understanding of rural infrastructure and expertise in surveying, designing, and executing trail bridges and footpath networks.
  • Proficient in monitoring, quality control, and progress reporting.
