The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Public Engagement Specialist (Emerging Voices).

Position: Public Engagement Specialist (Emerging Voices)

Location: U.S. Mission in Addis Ababa, Ethiopia

Work Schedule: Full Time (40 hours per week)

Start Date: Candidates must be able to begin working within four weeks of receiving agency authorization and clearances/certifications, or their candidacy may end.

Travel Required: 25% or less. Must be available to travel throughout Ethiopia to support public diplomacy activities and conduct events and activities after regular work hours and on weekends as needed.

Duties:

The Emerging Voices (EV) Specialist serves as the primary advisor for the Mission’s Public Diplomacy (PD) engagement with the EV audience, which includes youth, minorities, and other influencers who use new, often digital, communication networks. Responsibilities include planning, developing, coordinating, overseeing, and evaluating the impact of all PD activities and initiatives targeting the EV audience. This role involves tracking trends in emerging networks through direct engagement, research, polling, and statistical analysis, and recommending PD strategies to foster understanding and support for U.S. policy while dispelling inaccurate perceptions.

Experience:

  • A minimum of four years of experience in communications, public engagement management, or education/training is required.
  • Prior experience in an international, academic, or governmental environment is necessary.

Education:

  • A university degree in communications, education, international affairs, American or intercultural studies, or marketing is required.

Evaluations:

  • Language: Fluency in English and Amharic (Speaking/Reading/Writing) is required. These skills will be tested.
  • Skills and Abilities:
    • Analytic Skills: Strong analytical skills and the ability to plan and oversee PD projects to positively influence Ethiopian attitudes.
    • Communication Skills: Excellent interpersonal and communication skills in English, including public speaking, writing reports, and engaging key English-speaking Ethiopians.
    • Management Skills: Proficient in project management, budget development, and organizing various presentation projects. Capable of negotiating agreements with partner institutions.
    • Technical Skills: Proficient in keyboarding, data entry, electronic discovery tools, and standard information retrieval practices. Familiar with Microsoft Word, Excel, graphic design and photo editing software, and PD-specific software. Skilled in using social media, photo and video sharing sites, podcast creation, and basic photo and video editing. Strong numerical skills for developing and managing project and grant budgets, and performing descriptive statistical analysis.

Note: These skills may be tested.

  • Availability: Must be available to travel throughout Ethiopia and work outside regular hours as required.

    • Locally Employed Staff, including Members of Household (MOHs) and Third-Country Nationals (TCNs), may receive a compensation package that includes health, separation, and other benefits.

    • The pay plan is assigned at the time of the conditional offer letter by the HR Office.
