Position 1: IT Officer

Qualifications:

  • Bachelor’s degree in Information Technology or Computer Science.
  • Professional training in computers, with knowledge of LAN, WAN, Office 365, VSAT, and Server Management.
  • 5 years of experience in IT support, troubleshooting, LAN and WAN administration, O365 administration, Active Directory administration, cloud computing, and data protection principles.
  • Technical competence in IT workflows and computerised systems development and implementation.
  • Strong written and verbal communication skills in English and an understanding of the local language and context.
  • Initiative in problem-solving and adherence to Oxfam policies and technical procedures.
  • Team-building skills and the ability to solve problems with appropriate upward referral.
  • User-oriented approach and ability to work with minimal supervision.

Responsibilities:

  • Manage and maintain all computer systems in the Gambella Field office and related areas, ensuring systematic requirements and IT systems maintenance.
  • Oversee IT endpoints and assets, coordinating with the logistics team.
  • Administer the Local Area Network and Network Infrastructure for high system availability.
  • Conduct staff induction, build user capacity, and offer application skills training.
  • Support staff in implementing and maintaining applications, ensuring compliance with global standards.
  • Coordinate continuous service improvement initiatives with the Regional IT Team.
  • Administer the Ethiopia Service Now stack with the Country senior ITO to resolve user issues within the Service Level Agreement thresholds.
  • Manage Configuration Management, updating information on the enterprise’s computer systems.
  • Oversee IT contracts in Gambella, ensuring timely payments and accountability from IT service providers.

Position 2: Senior Finance Officer

Qualifications:

  • Degree in Accounting or MA in Finance from a recognized university/college.
  • Over 5 years of relevant experience in a finance role, preferably in an international NGO.
  • Experience in project financial management, reporting, and partner management.
  • Strong interpersonal skills, cultural sensitivity, and the ability to work in diverse cultural contexts.
  • Proficiency in computing skills (MS Word, MS Excel) and other internal software systems.
  • Knowledge and eagerness to learn various accounting software, with an emphasis on the Oxfam financial management system.

Responsibilities:

Financial Planning:

  • Ensure high forecasting standards aligned with country program plans and compliance with donor and Oxfam accounting policies and procedures.
  • Correctly code income and expenditure in Oxfam’s accounting system, PeopleSoft.
  • Provide checks and balances to ensure effective and efficient spending in line with donor requirements.
  • Analyze project expenditure for value for money and provide feedback to the HFS.
  • Post all share cost recharges to the finance system (PeopleSoft) in line with Oxfam and donor requirements.
  • Map and phase all projects at the start with monthly forecasts.
  • Ensure compliance with donor and Oxfam rules and regulations in finance and procurement across all Oxfam offices.

Financial Budgeting:

  • Support budget holders in producing quality budgeting information.
  • Advise budget holders on budget management and phasing.
  • Compile and consolidate financial information for annual budgeting purposes.
  • Maintain a costing database for cross-project evaluations and assist in preparing new project budgets in coordination with technical, logistics, and support staff, referencing the Global Budget.
