Position 1: Deputy Chief of Party – Technical

Qualifications:

A preferred Master’s degree or equivalent in fields such as development studies, international relations, agriculture, economics, business administration, economic development, or related areas. 8-10 years of relevant senior experience in international development, preferably as a Deputy Chief of Party or in a senior management capacity on large ($20M+) humanitarian or development projects. Experience in managing USAID cooperative agreements and/or contracts. Preferably, experience working in Ethiopia with an understanding of the lowland context. Experience in agro-pastoral and pastoral livelihoods and resilience programming. Familiarity with implementing a Market Systems Development (MSD) approach is advantageous. Additional technical experience in sectors like nutrition, natural resource management, WASH, climate change adaptation, and enterprise development for women and youth is desirable. Demonstrated ability in recruiting, developing, and managing staff and teams. Proven skills in establishing and nurturing relationships with government counterparts, donors, other donor-funded projects, stakeholders, local organizations, and implementing partners.

Responsibilities:

Work closely with the COP to provide overall leadership and technical direction to the project, including serving as acting COP when necessary. Ensure coordination with crosscutting functions and report to the COP. Contribute to the development and execution of project work plans, emphasizing cross-component integration and alignment with project goals. Offer technical expertise in market systems development, food security, Feed the Future, and livelihoods, ensuring adherence to industry best practices and standards. Support budget planning, monitoring, and reporting to ensure activities align with approved budgets. Supervise and mentor technical staff to foster a collaborative and high-performance team environment. Collaborate with the CLA team to establish and implement a comprehensive M&E framework, producing key learning products and reports as required. Forge and sustain relationships with key stakeholders including government counterparts, local implementing partners, and program participants. Ensure gender equity and social inclusion across all program components. Assist in preparing and submitting timely and accurate reports to USAID, highlighting project achievements, challenges, and recommendations. Ensure project activities conform to USAID regulations, host country laws, and CARE’s policies and procedures.

Position 2: Project Team Leader

Qualifications:

Required:

A Bachelor’s degree in gender studies, social sciences, psychology/social work, management information systems, development studies, statistics, or related fields. At least 4 years of relevant experience with a bachelor’s degree or 3 years with a graduate degree in MEAL, GBV, protection, gender equality, women empowerment, or related areas. Proficiency in computer skills such as word processing, PowerPoint presentations, and database management, as well as data analysis. Excellent written and verbal communication skills in English, with proficiency in the local language (Afar-af) required. Experience with EMAP is advantageous. Experience in developing standard progress reports.

Desired:

A Master’s degree in social sciences, psychology/social work, gender studies, development studies, or related fields. NGO experience in humanitarian settings is desirable. Knowledge of statistical software like SPSS and experience in database development using common software like MS Access. Experience in gender analysis and digital data collection platforms.

Position 3: Safeguarding and Protection Officer

Qualifications:

Required:

A Bachelor’s degree in gender studies, social sciences, development studies, or related disciplines, along with significant work experience in gender equality and women empowerment programs in emergency contexts. At least 3 years of demonstrated experience in humanitarian programming with a good understanding of principles of gender equality, gender and protection mainstreaming, safe programming, safeguarding, adult learning, and training of trainers methodologies.
