Position 1: Administration and Finance Assistant

Job Location: Teru Woreda Zone 4, Afar Region

Employment Term: 8 Months (with possibility of extension)

Supervised by: Field Administration & Finance Officer – Afar

Number of Positions: 1

Primary Responsibilities:

Finance:

Handle daily and monthly cash management.

Prepare and review the cash budget for the project office.

Record daily cash transactions in SAGA, providing weekly and monthly SAGA backups to the Field Finance & Admin Officer.

Forecast cash needs, withdraw funds from the bank for office activities, and manage related bank transactions.

Manage field office advances and process payments for training, workshops, fuel, and other activities.

Maintain and organize finance documents until submission to the Field Office Admin & Finance Officer.

Collaborate with the Field Finance Officer to ensure smooth operations and compliance with organizational finance standards and deadlines.

Maintain accounting records, prepare monthly reports, and ensure report completeness.

Handle income tax and pension settlements with the government, documenting all necessary supporting documents.

Prepare and review all supporting documents for finance transactions, ensuring compliance with internal audit and company requirements.

Perform any other duties deemed appropriate for the role and as assigned by the line manager.

Pay monthly project office utilities and submit supporting documents to the Field Admin & Finance Officer or the coordination office.

Administration and Human Resources:

Submit and follow up on the reimbursement of employee medical claims with the Field Admin & Finance or HR & Admin department in Addis Ababa.

Maintain and update personnel records for staff at the project office.

Collect signed timesheets from staff and submit them to the Field Office.

Follow up on monthly employee annual leave balances and report to the Field Office Finance & Admin Officer.

Report overtime worked by security guards.

Educational Qualification:

Undergraduate degree in accounting and finance, management, or a related field.

Work Experience:

2 years of work experience in NGO financial management and/or accounting.

Experience with other INGOs is a plus.

Skills and Qualities Required:

Active knowledge of accounting software.

Proficiency in English language (writing and speaking).

Proficiency in accounting software, MS Excel, MS Word, Internet, and email communication.

Ability to work independently and under tight deadlines.

Language Requirements:

Proficiency in English is essential, both in speaking and writing.

A solid understanding of the Afar language is necessary, and familiarity with Amharic is advantageous.

Preference:

Position 2: Community Mobilizer, EHF Project 

Mobilize and facilitate the involvement of local stakeholders through relevant outreach methods.

Disseminate data in a timely and understandable manner to all stakeholders, including IDPs and host communities.

Participate in and coordinate sensitization programs, awareness campaigns, and training sessions tailored to the community’s needs.

Facilitate active participation of communities in the planning, implementation, monitoring, and evaluation of community development projects.

Support the collection and documentation of impact and success stories on a monthly, quarterly, semiannual, and yearly basis.

Community-Based Approach:

Collaborate with other MdM-FR team members to contribute to the design of a community-based strategy and action plan for outreach activities.

Promote a sense of ownership among beneficiaries through community engagement activities or the design of appropriate initiatives for increased beneficiary involvement.

Keep key community stakeholders informed about the project.

Outreach Activities:

Plan and adjust flexible activity schedules for weekly/monthly outreach.

Organize and participate in all project events related to maternal and child health, outbreaks such as Malaria/Cholera, and campaigns for vaccination, GBV, and FGM.

Conduct awareness sessions on the importance of ANC, PNC, delivery by skilled birth attendants, GBV, FGM, IMNCI, FP, and Covid-19 prevention and vaccination.

Mobilize and facilitate active participation of community members, especially women.

Support Health technical officers in planning social mobilization and training activities as needed.

Support the referral linkage of life-saving referrals, SAM cases to OTP, GBV, and other mental health issues from the community to supported health facilities.

Coordination:

Coordinate and establish networks for social mobilization, when required, with other humanitarian actors working in the same area.

Represent the community at meetings, workshops, and training sessions on behalf of MdM and share reports.

Actively participate in Consortium Coordination meetings if requested.

Monitoring and Reporting:

Plan and establish an effective beneficiary communication and feedback system to assess the performance of project activities.

Ensure that community and staff feedback is utilized to inform further action development.

Contribute to monthly situation reports (sitrep).

Other Responsibilities:

Keep the Program Manager informed of any logistics issues at the field level.

Participate in internal meetings.

Perform any other related MDM tasks as assigned by the program coordinator.

Immediately report security concerns to ensure a focus on safety.

Qualifications:

Holds a Bachelor of Science (BSc) degree in social work or related fields, with advantageous previous experience in comparable roles.

Work Experience:

Possesses a minimum of two years’ experience in Community Mobilizer and related areas.

Additional experience with various NGOs is considered a valuable asset.

Skills and Qualities Required:

Demonstrates proficiency in PC applications, particularly MS Word and MS Excel.

Exhibits skills in monitoring, reporting, and case follow-up.

Has experience in organizing and facilitating workshops and training sessions.

Possesses excellent communication and interpersonal skills.

Demonstrates strong organizational and teamwork expertise.

Capable of working in a multidisciplinary team.

Exhibits demonstrable expertise in reporting, supervising, and coaching others in a team setting.

Possesses the skill to conduct Gender-Based Violence (GBV) case management exercises in a professional manner.

Languages:

Mandatory working knowledge of English (both spoken and written).

Essential proficiency in Afar language, with knowledge of Amharic being an asset.

Position 3: GBV Case Worker, EHF Project

Location: The GBV case worker will primarily be stationed in Teru Woreda Zone 4, Afar region.

Duration: 8 Months with the possibility of extension

Supervisor: Directly supervised by the Project Manager based in Teru, Afar region.

Primary Responsibilities:

Deliver survivor-centered case management services, including referrals, case action plan development, and follow-up.

Assist in updating service mapping within their coverage area and coordinate woreda-level case management meetings.

Compile weekly and monthly reports, sharing them with relevant stakeholders and immediate supervisors.

Develop and implement individual case plans for women in case management.

Ensure regular follow-up on the implementation of case plans for each client.

Coordinate with other protection actors to facilitate the implementation of common standards and address protection issues.

Identify additional needs of survivors and collaborate with internal and external sectors to meet those needs.

Provide confidential referrals, based on the best interest of the survivor, to other service providers as part of case management, and follow up to ensure all cases receive necessary support after referral.

Educational Qualifications:

Holds a Bachelor’s degree in social work, sociology, psychology, public health, or a relevant field of social sciences.

Work Experience:

Possesses a minimum of two years’ experience in gender-based violence and related areas, program/project development, and management in an emergency context.

Additional experience with other NGOs is advantageous.

Skills and Qualities Required:

Exhibits excellent written and verbal communication skills.

Proficient in MS Word and MS Excel.

Capable of working effectively in a multidisciplinary team.

Ability to formalize and articulate professional expertise.

Position 4: EHF Project Midwife

Location: The primary base for the Midwife will be in Teru Woreda Zone 4, Afar Region.

Employment Term: 8 Months, with the potential for extension

Reporting Structure: The Midwife will report directly to the Health Program Manager and maintain a technical connection with the project MHPSS Coordinator.

Job Summary:

The Midwife will oversee the implementation of the seven signal functions of BEmONC, coordinate activities with the Head of the Health Centre, and collaborate with related departments to enhance the capacity of Digdiga/Alelu HC health staff in managing obstetric emergencies and complications through Mobile clinics/static Primary Health Care (PHC) Centers in Digdiga/Alelu Health Centres in Teru Woreda.

Essential Duties and Responsibilities:

Ensure the delivery of the seven signal functions of BEmONC.

Coordinate activities with the Head of the Health Centre and related departments (e.g., Pharmacy, EPI, nutrition, etc.).

Enhance the capacity of Digdiga/Alelu HC health staff to manage obstetric emergencies and complications.

Key Areas of Action:

Program/Medical:

Support the management of obstetric emergencies and complications at Digdiga/Alelu HC.

Mentor and train health staff on the seven signal functions of BEmONC.

Conduct a needs assessment of the MCH + Family Planning department to identify gaps in equipment, medicine, and supplies.

Conduct training needs assessments and develop a training plan.

Ensure that practices align with evidence-based clinical practice and national guidelines.

Provide compassionate and respectful care at the HC.

Maintain confidentiality for survivors of SGBV and ensure follow-up on the referral pathway.

Reporting:

Compile monthly project activity reports for submission to the health project manager.

Ensure the recording and completeness of data related to MCH services at Digdiga/Alelu Health Centres.

Conduct rapid assessment and reporting on maternal and neonatal deaths.

Identify clients requiring referral to CEmONC hospital and communicate timely with the facility in-charge/Health officer.

Track referrals and report outcomes to the health program coordinator.

Responsibilities:

Mentoring and Training:

Conduct needs assessments of the HC regarding equipment, medicine, and supplies.

Collaborate with the HC Head and Pharmacist on an effective pharmacy management system.

Support the implementation of infection and prevention control.

Mentor and coach HC health staff on seven signal functions of BEmONC/use of partograph and other MCH+ FP good practices.

Implement standards and protocols for MCH plus Family planning services in Digdiga/Alelu HC.

Monitoring and Reporting:

Introduce a partograph register for follow-up.

Submit monthly referral outcome reports.

Participate in Woreda maternal mortality audits and share reports.

Prepare a monthly report, including drug/consumable consumption, and submit it to the Project coordinator.

Educational Qualification:

Bachelor of Science degree in midwifery.

Work Experience:

Minimum of three years’ experience as a Midwife with working knowledge of BEmONC, including FGM and GBV, preferably in an emergency setting.

Experience with other NGOs is a plus.

Skills and Qualities Required:

Working knowledge of IPC, BEmONC, and Nutrition.

Flexibility, reactivity, anticipation, adaptability.

Excellent organizational skills in everyday and crisis situations.

Strong computer and reporting skills.

Good communication skills.

Ability to prioritize and manage tasks autonomously.

Interest and ability to work in a team.

Capacity to work and live in a remote area with challenging conditions and limited resources.

Previous experience/knowledge of the area.

Previous experience in mentoring and training.

Previous experience and/or training in BEmONC is an added advantage.

Trained on compassionate and respectful care.

Languages:

Mandatory working knowledge of English (both speaking and writing), good knowledge of Afar language is essential, and familiarity with Amharic language is an asset.
