Position: Senior Program Manager – Social Protection

The Embassy of Ireland in Ethiopia is dedicated to enhancing bilateral political relations between Ireland and Ethiopia, addressing the needs of Irish citizens, fostering trade, tourism, and investment, and supporting Ethiopia’s socio-economic development through a targeted development assistance program.

The Embassy is seeking the services of a full-time Senior Programme Manager of Social Protection to aid in the management, oversight, and implementation of our development assistance program. We are looking for a highly motivated, innovative, and experienced manager with excellent knowledge of social security systems and issues, along with substantial experience at a senior management level, including strategy development.

Role Overview:

The Senior Programme Manager will report to the Deputy Head of Development Cooperation and will be responsible for overseeing Ireland’s social security programming and engagement. This includes managing grant funding, advancing Ireland’s international development policy priorities (including gender and climate), grant management, and monitoring, evaluation, and learning. The role involves assessing program partners’ proposals and monitoring agreed-upon program outcomes using a comprehensive embassy approach.

The successful candidate will also contribute significantly to the development of a new five-year mission strategy, requiring demonstrable strategic planning and development skills. A critical understanding of the determinants of good governance, gender equality, and human rights, and their application to the political and governance context in Africa, is essential.

Overall Role and Responsibilities:

Support the implementation of Ireland’s foreign policy and development strategies in the region.

Work with the Embassy staff to implement and review the Embassy’s Mission Strategy and assist in designing a new mission strategy, particularly for strengthening the Social Protection outcome area.

Participate in the management team of the Embassy and contribute to overall planning and work, providing policy advice, briefings, and feedback to senior management.

Key prerequisites – Applicants should showcase:

An academic qualification (preferably at master’s level) and a minimum of five years of progressively responsible senior management experience in relevant areas (e.g., development, economics, social protection, social policy, rural development, shock-responsive systems, etc.).

Excellent written and spoken English and Amharic.

Knowledge and understanding of theories, concepts, and approaches related to the social security landscape in Ethiopia, as well as a strong understanding of the political economy and socio-cultural environment in Ethiopia.

Familiarity with key national policies, institutions, and programs delivering social security in Ethiopia, along with knowledge of current developments and international frameworks in social security, gender equality, disaster risk management, climate change, resilience, and the humanitarian-peace-development nexus.

Demonstrable knowledge of the determinants of good governance, gender equality, and human rights in the Horn of Africa, with examples of being solutions-oriented and committed to delivering results.

Experience in leading strategic planning and monitoring/evaluation/learning initiatives resulting in well-defined and achievable work plans, strategies, and assessments.

Demonstrable financial analysis and budget management experience at a management level.

Proven interpersonal and communication skills, persuasiveness, teamwork, and effectiveness in dealing with people in external organizations; Proficiency with MS Office Suite, including Word, Excel, Outlook, and PowerPoint; additional IT applications would be beneficial (e.g., working with datasets).

Willingness and ability to travel regularly, sometimes to remote areas. The successful candidate must have a legal entitlement to live and work in Ethiopia before recruitment.

Terms and Conditions of Employment:

Start date: February 2024

Location: Embassy of Ireland, Addis Ababa

Contract duration: The successful candidate will be employed on a three-year contract with a probation period of 60 days.

Office Hours: Monday through Thursday, adhering to the standard schedule from 8:00 am to 5:00 pm, and on Friday from 8:00 am to 2:00 pm. The total weekly working hours should not surpass 48 hours, in compliance with local labor regulations.

Annual Leave Allocation: A total of 20 working days per year.

Monthly Gross Salary: €3020, disbursed in the local currency.
