Position ;Manager: Transmission Operations

Role Purpose:

Objective:

Conduct comprehensive assurance, support, and fault management for the high-level transport network, aiming to achieve interconnected Key Performance Indicators (KPIs) such as Microwave (MW) Availability, Radio Access Network (RAN) Availability, and IP Network Availability. Perform in-depth analyses of transport network performance, utilize diagnostic tools, and contribute to enhancing performance and automation solutions in the transmission domain for improved network availability and customer experience.

Key Responsibilities and Decision Ownership:

Actively participate in planning and design reviews for various transmission technologies, including Microwave, Fiber, DWDM, GPON, OTN, and VSAT, collaborating with the Engineering division.

Develop Method of Procedures (MOPs) and Standard Operating Procedures (SOPs) for Active Transport Network Elements, ensuring successful implementation.

Manage vendors through governance meetings, ensuring adherence to performance standards.

Serve as the primary escalation point in selected regions for critical network and transmission issues.

Coordinate with planning and infrastructure teams to streamline network testing and approval processes..

Maintain database accuracy and collaborate with other stakeholders to ensure adherence to business and security principles.

Identify and address complex network service problems, proposing improvement initiatives for IP, DWDM, MW, and Fiber, collaborating with vendors to reduce Mean Time To Repair (MTTR) and third-party issues.

Support transmission engineers in localizing performance network faults.

Act as an interface between field-level maintenance and second-line maintenance for resolving complex faults.

Conduct preventive maintenance of all transport network elements, documenting results for allocated sites and following maintenance regimes.

Ensure operational processes, procedures, and routines are tracked and performed per Service Level Agreements, contributing to continuous operational efficiency improvement.

Oversee local logs/trace routes, analyze log files, and design/update performance dashboards for regional use.

Conduct performance analysis on KPI degradation, utilization, and packet loss, developing technical action plans for improvement.

Monitor network performance to ensure adherence to quality standards, Service Level Agreements, and Key Performance Indicators, driving continuous improvement.

Continually monitor and manage network-related issues, facilitating critical issue resolution and eliminating roadblocks in Network Operations.

Lead the yearly budgeting exercise to align network operations requirements with operational needs.

Act as the key technical liaison officer on all access transport-related issues with Engineering, Deployment, and vendors.

Define requirements to improve monitoring and diagnosis framework and tools.

Apply root cause analysis to complex data and incidents.

Conduct detailed analysis of Customer and Business impact.

Define standards and Key Performance Indicators for maintenance and response.

Implementation & Integration:

Analyze new implementation and integration activities for potential impacts on business and customers.

Define objectives and quality criteria for implementation and integration.

Functional Competencies:

Possess knowledge and experience in Microwave, Fiber, Router, Synchronization, and Switches technologies.

Familiar with TDM, ATM, PDH, SDH, C/W/DWDM, IP/MPLS, MEF, IP & TX architecture, and IP & TX Protocols.

Be an IP expert in Layer 1 to 4 of the OSI stack and standards in IEEE, ITU, MEF, Optical, RF.

Familiar with various vendor tools such as NetAct-NFM-T, NFM-P, iMaster MAE.

Technical/Professional Qualifications:

Hold a Bachelor’s degree in Electrical and Electronics Engineering, Computer Engineering, or Computer Science, or a Higher National Diploma in the same.

Have 8 years of experience, with 3 years in a specialized role in a telecommunications environment, specifically in Transmission and IP Network operations, design, planning, installations/commissioning, and projects in the transmission field.
