The Digital Health Lead Executive Office at the Ministry of Health is dedicated to improving health systems through effective, reliable, secure, and innovative digital health solutions. These systems support policy and strategic development, clinical decision-making, patient management, healthcare provision, education, and research. The Digital Health LEO acts as a bridge between technology and healthcare, ensuring digital solutions enhance patient care, efficiency, and innovation within the organization.
Positions Available:
1. Senior Special Advisor for Digital Health
Qualifications and Experience:
- Education: Bachelor’s or Master’s degree in Information Systems, Health Informatics, Computer Science, Computer Engineering, Software Engineering, or Digital Health.
- Experience:
- Minimum 12 years of experience with a Bachelor’s degree or 10 years with a Master’s degree in system development and implementation.
- Proven experience in developing and implementing information systems, preferably in digital health.
- Expertise with open-source platforms such as CommCare/eCHIS, DHIS2, iHRIS, and EMR.
- Knowledge of health information exchange standards (OpenHIE, HL7, FHIR) is a plus.
- Strong grasp of data management, security, and privacy principles.
- Familiarity with international best practices and guidelines in digital health.
- Skills:
- Excellent project management abilities, preferably using Jira.
- Strong leadership and communication skills for effective teamwork.
- Exceptional analytical and problem-solving skills.

2. Senior EMR Coordinator
Qualifications and Experience:
- Education: Bachelor’s or Master’s degree in Information Systems, Health Informatics, Computer Science, Computer Engineering, Software Engineering, or Digital Health.
- Experience:
- Minimum 12 years with a Bachelor’s degree or 10 years with a Master’s degree in system development and implementation.
- Experience in EMR implementation, management, and support.
- Proven expertise in Bahmi EMR or similar platforms.
- Strong understanding of data management, security, and privacy principles.
- Familiarity with international best practices and guidelines in digital health.
- Skills:
- Excellent project management skills, preferably using Jira.
- Strong leadership and communication abilities for collaborative teamwork.
- Exceptional project management and communication skills.

3. iHRIS Manager
Qualifications and Experience:
- Education: BSc/MSc/MPH in Health, Computer Science, Software Engineering, Computer Engineering, Statistics, Biostatistics, Health Informatics, MIS, or Information Technology.
- Experience:
- 14 years of experience in HRH data management, analysis, and electronic data collection for BSc; 12 years for Master’s; 10 years for PhD.
- Skills:
- Strong data analysis, interpretation, and report writing abilities.
- Previous experience as a data manager with a solid track record.
- Experience with electronic data collection and health data management.
- Proficient in statistical applications like iHRIS, Epi-Info, STATA, SPSS, CesPro, and ODK.
- Excellent communication and problem-solving skills.
- Strong analytical capabilities and proficiency in Microsoft Office and Access.
- Ability to handle sensitive information professionally and confidentially.
